When these goods were packed up inside the shop, with doors partly open, there was a need for caution, and passers-by quickened their step while mothers shepherded children inside the walled compounds.

The situation in Ghazni, for example, is not the same as that in Mazar, and one cannot simply cut and paste. 11 Yet in the apparent absence of a coherent political strategy, the ‘PRT-effect’ seems to remain the single big idea for regional stabilÂ� ization. While there is little doubt that the presence of international peacekeepers elsewhere in the country could help to build confidence, there is an urgent need to clarify the mandate of the NATO-led PRTs. Their greatest potential clearly lies in improving security, both through acting as a deterrent to the factions, which implies credible threats of force, and as a support to Afghan negotiated peace agreements and disarmament.

Those who did not were shot and their bodies dumped in shallow graves. It was the first in what was to become a series of atrocities in the north, perpetrated by all parties to the conflict (Human Rights Watch 1998). Arriving in Mazar i Sharif at the end of August 1997, one encountered palpable tension on every street corner; armed men staked out territory as factions vied for supremacy. Gone was the ruthless control of Dostum; now no one ruled, which is always bad news in Afghanistan. A week later, driving east out of the city towards Pul i Khumri, we were turned back by fighting at Tashqurghan, about a hour from Mazar.
